1880'S THE INCREASE IN VOLUME OF EXPLOSIVES AND OTHER HAZARDOUS MATERIALS TRANSPORTED BY RAIL DURING THE NINETEENTH CENTURY RESULTED IN A GROWING NUMBER OF ACCIDENTS. IN RESPONSE, THE PENNSYLVANIA RAILROAD DEVELOPED SOME IN RESPONSE, THE PENNSYLVANIA RAILROAD DEVELOPED SOME OF THE FIRST REGULATIONS GOVERNING THE TRANSPORT OF SUCH MATERIALS.
1887 (ICC), FORMER INDEPENDENT AGENCY OF THE U.S. GOVERNMENT, ESTABLISHED IN 1887; IT WAS CHARGED WITH REGULATING THE ECONOMICS AND SERVICES OF SPECIFIED CARRIERS ENGAGED IN TRANSPORTATION BETWEEN STATES. SURFACE TRANSPORTATION UNDER THE ICC’S JURISDICTION INCLUDED RAILROADS, TRUCKING COMPANIES, BUS LINES, FREIGHT FORWARDERS, WATER CARRIERS, OIL PIPELINES, TRANSPORTATION BROKERS, AND EXPRESS AGENCIES.
1907 THE BUREAU of EXPLOSIVES(BOE)WAS FORMED IN 1907 BY THE RAILROAD INDUSTRY TO SERVE AS A "SELF-POLICING" AGENCY IN THE AREA OF HAZARDOUS MATERIALS TRANSPORTATION. THE BUREAU OF EXPLOSIVES ACTUALLY WROTE THE FIRST HAZARDOUS MATERIALS REGULATIONS, WHICH WERE SUBSEQUENTLY ADOPTED AND EXPANDED UPON BY THE ICC AND LATER THE U.S. DEPARTMENT OF TRANSPORTATION. SINCE THAT TIME, THIS UNIQUE ORGANIZATION HAS COME TO SERVE MANUFACTURERS, SHIPPERS, AND OTHER TRANSPORTERS OF HAZARDOUS MATERIALS.

1920 PLACARDS ARE PAPER, DIAMOND SHAPED, 10 3/4 INCHES ON EACH SIDE
1927 THE ICC ADOPTED BY REFERENCE THE BOE SPECIFICATIONS IN 1923 AND THE TANK CAR COMMITTEE SPECS FOR TANK CARS TRANSPORTING HAZARDOUS MATERIALS
1966 THE ICC’S SAFETY FUNCTIONS WERE TRANSFERRED TO THE DEPT. OF TRANSPORTATION (DOT).
1979 THE DEPARTMENT OF TRANSPORTATION (D.O.T.) MANDATED THAT BULK CARRIER PLACARDING MUST SHOW NOT ONLY THE HAZARD CLASS, BUT ALSO A SPECIFIC ID FOR EACH HAZARDOUS MATERIAL.
1995 ICC's REMAINING FUNCTIONS WERE TRANSFERRED TO THE NEW NATIONAL SURFACE TRANSPORTATION BOARD.
